Ray’s practice is divided between commercial and insurance litigation and municipal law. He has more than 25 years’ experience practicing in the greater Philadelphia area. Ray’s practice has included trial and appellate work throughout the state and federal courts of Pennsylvania and New Jersey. In addition, his experience includes commercial arbitrations and mediations, and other forms of alternative dispute resolution.
Ray’s commercial litigation practice involves diverse areas of commercial litigation, including real estate, construction, corporate/shareholder disputes, trade secrets and restrictive covenants, environmental, banking, product liability and contract litigation.
In the area of construction litigation, Ray has represented owners, contractors, subcontractors and construction managers in a variety of matters. He has successfully represented such clients as Heery International, in a dispute arising out of a major renovation project at an elementary school, and Conrail Corporation, in a dispute over delays in the construction of a golf course, where Conrail was a major subcontractor.
Ray has represented real estate developers, as well as commercial landlords and tenants in a variety of matters, including commercial landlord/tenant litigation and broker commission issues. In a recent commercial lease dispute, he recovered in excess of $7 million on behalf of a developer/landlord, in litigation involving the breach of a lease by a tenant in a shopping center.
Ray has handled many environmental litigation matters, and was instrumental in bringing about one of the largest settlements in the history of CERCLA and the Superfund program on behalf of a Fortune 50 client against more than 250 defendants.
In addition to his commercial and insurance litigation practices, Ray served as the Solicitor for Montgomery County from 2012 to 2016. As Solicitor, Ray was responsible for managing a team of 15 full and part-time solicitors, and managing and/or handling all of Montgomery County’s legal matters, including:
- all of the County’s litigation matters
- preparation and negotiation of County contracts, leases and land development agreements
- overseeing all personnel issues, including all labor and collective bargaining agreements
- coordinating and working with bond counsel on matters related to County bond issues
- real estate matters, including open space acquisition, condemnation, deed restrictions and covenants,utility easements, maintenance easements and numerous other interests in real property
- all legal issues involving the County’s pension and retirement fund
- drafting ordinances and other resolutions
As Solicitor, Ray also served as General Counsel to the Board of Commissioners, and provided counsel and advice on a variety of legal and policy matters.
Ray has also served as an elected member of the Board of School Directors for the Abington School District since 1997. He has been the President of the Board since 2007. Among his other responsibilities on the Board, Ray has served as the chairman of the board’s Negotiations Committee for the past 15 years, during which time he has had primary responsibility for negotiating contracts with the district’s union employees, including the teachers’ union.
